Majority of the couples take that decision considering their financial situation also. Now imposing rules such this can lead to lotsa girl child abortions,as couples would end up preferring a male child whom they feel will look after them when old? What say?? Do we need rules? I mean look at our population today....do u think there is any other way to stop such people from blindly adding up to it??? I think all should & 'must' follow the 2 children rule & if possible 1 child per couple only, till we manage to provide a good life [food shelter and education] to our existing population. I don't know what is driving them to behave so immaturely when they already have enough pressing issues in their hands to deal with.
